UAE startup funding: eligibility, loans and programmes

The UAE's long-running routes: Hub71 incentives in Abu Dhabi, Khalifa Fund financing, the MBRIF guarantee and Dubai SME loans, with amounts in dirhams.

UAE startup support can mean finance, a founder programme or access to an ecosystem. Nationality, emirate, company structure and stage can change the available route. Establish those facts before comparing amounts or relocating a business.

Illustrative founder decision

Choose by entity, emirate and business model

An Emirati-owned enterprise, an international founder joining an ecosystem and an established company seeking bank finance can encounter different routes. A UAE address alone does not establish eligibility for every programme.

A funding brief you can use

Write the emirate, licensing authority, legal entity, ownership, operating history and use of money at the top of your shortlist. Separate a cash investment from workspace, mentoring, introductions or subsidised services.

The next conversation

For a lending route, establish applicant eligibility and full repayment terms. For ecosystem support, ask what is actually provided, the selection process and any relocation or operating commitments. Count only committed cash as funding in the business cash plan.

How to narrow your shortlist in the UAE

Screen nationality and relocation before the award amount. Khalifa Fund and this Dubai SME Finance route have national-ownership restrictions; they are not general grants for an expatriate-owned company. Hub71 involves a substantive Abu Dhabi commitment and equity-linked funding. MBRIF guarantee support still requires a bank to approve debt.

Questions before applying

Can an Indian-owned UAE company use every route here?

No. The listed Khalifa Fund and Dubai SME Finance products require UAE-national ownership under their published criteria. Hub71 and MBRIF have different selection and operating requirements; do not transfer eligibility from one programme to another.

Which route should I shortlist first?

Start with your nationality, emirate and company structure, then match the programme to the business activity and stage. Separate direct finance from incubation or investor access, and confirm the cost and participation commitment for your route.

Before you apply or spend

  1. Save the current official page and check for amendments.
  2. Confirm the exact eligibility condition that applies to you, in writing if possible.
  3. Work out your own share: the unfunded part, ineligible costs and cash needed before money arrives.
  4. For loans, ask for the full repayment schedule. For equity, model dilution.
  5. Get qualified advice before signing anything with legal or tax consequences.

Not sure which route fits?

Tell me where the business operates, what you need to fund and the route you are considering. Include the condition or trade-off you want to work through.
