Germany offers different routes for a research-led team, a new business needing finance and an established company carrying out innovation. Start with your stage and the project, then identify the responsible funder or application partner.
Illustrative founder decision
Start with the origin of the venture
A university-linked research team, a founder buying equipment and a company running R&D can all be innovative. Their first funding conversations may still be different: the host transfer office, a financing partner or the research-certification route.
A funding brief you can use
Write down where the idea and IP come from, whether the company is already incorporated, where the work will happen and whether spending has started. Those facts can eliminate a route before award size matters.
The next conversation
For a host-institution route, identify the institution and its application process. For bank financing, discuss the project before making commitments that could affect eligibility. For R&D support, separate project certification from the later tax claim and keep evidence of the qualifying work.

How to narrow your shortlist in Germany
Start with where the venture comes from. A university-linked research team can ask its transfer office about EXIST; a founder financing a viable German business may be considering KfW-backed debt instead. For an R&D allowance, project certification and the tax-office claim are separate steps. They are different routes, not interchangeable sources of startup cash.
Questions before applying
Can an ordinary small business apply directly for EXIST?
The routes described here are linked to eligible university or research institutions and innovative knowledge-based ventures. Ask the relevant host transfer office about fit; ordinary business registration does not by itself establish eligibility.
Which route should I shortlist first?
A research-based idea should start with the relevant university or project route. A trading business should compare financing and repayment; an R&D company should define the eligible project. Check local entity requirements and the required sequence before committing costs.
Before you apply or spend
- Save the current official page and check for amendments.
- Confirm the exact eligibility condition that applies to you, in writing if possible.
- Work out your own share: the unfunded part, ineligible costs and cash needed before money arrives.
- For loans, ask for the full repayment schedule. For equity, model dilution.
- Get qualified advice before signing anything with legal or tax consequences.
Not sure which route fits?
Tell me where the business operates, what you need to fund and the route you are considering. Include the condition or trade-off you want to work through.
