For an Australian business, separate project funding, finance and R&D tax relief before comparing headline amounts. Decide what you need to spend, when the bill falls due and how much cash the business can contribute.
Illustrative founder decision
Budget the project before counting the incentive
A founder can have a promising R&D project and still run out of cash while carrying it. Separate the decision to undertake the work from the timing of any tax offset or grant payment. The business needs a plan for paying people and suppliers in the meantime.
A funding brief you can use
Use three columns: costs your business must pay, costs the route may recognise, and the evidence needed for each. Add a cash calendar. Keep technical experiments separate from routine implementation so the activity can be assessed on its actual work.
The next conversation
For a grant, check the current round and eligible expenditure dates. For an R&D tax route, check the registration and tax-claim steps for the relevant income year. Make the project affordable under a delayed-payment scenario before relying on support.

How to narrow your shortlist in Australia
If the work needs a CSIRO research team, start by scoping the technical task and the cash match. If it is your own R&D, keep activity and expenditure records and separate registration from the tax claim. Neither route should appear in your cash forecast as money already approved. An export loan also needs a repayment case.
Questions before applying
Is an R&D tax offset upfront grant funding?
No. Registration, eligible activity, expenditure and the tax claim have separate requirements and timing. You still need enough cash to carry the work; confirm the applicable income-year rules before relying on an offset.
Which route should I shortlist first?
Start with the project or expense: research, commercialisation, equipment or working capital. Compare the matching route’s eligible activities and cash timing. A tax benefit affects your cost after qualifying activity; plan the spending cash separately.
Before you apply or spend
- Save the current official page and check for amendments.
- Confirm the exact eligibility condition that applies to you, in writing if possible.
- Work out your own share: the unfunded part, ineligible costs and cash needed before money arrives.
- For loans, ask for the full repayment schedule. For equity, model dilution.
- Get qualified advice before signing anything with legal or tax consequences.
